Having lived in Calif for years, I thought I knew what water shortages were all about, but this whole "cistern" thing has me baffled. So, is the "cistern" also the "water tank?" And also soon to be Heir 1's Bachelor Pad? Do you access it through a manhole cover and a ladder? Will you make curtains to homey it up a bit?
